Аял чарба министри 2,3 миллиард сомдук каражаттын мыйзамсыз колдонулганын аныктады

2023-жылга Кыргызстандын суу ресурстары, айыл чарба жана кайра иштетүү өнөр жайы министрлигинин бюджети боюнча аудит жүз берген финансылык мыйзам бузуу фактыларын аныктады.

Счеттук палатанын отчетуна ылайык, табылган белгиленген туура эмес пайдалануулар 2,3 миллиард сомдон ашык болуп жатат.

Министрликтин 2023-жылдагы бюджети 10 миллиард 628 миллион сомду түзгөн, анын 94,6%ы аткарылган. Бирок текшерүү учурунда маанилүү каражаттардын максатсыз пайдалануу фактылары жана башка мыйзам бузуулары аныкталды.

Максатсыз пайдаланылган каражаттар 987,7 миллион сом.

Emkek aky and social payments violating - 194.3 million soms.

From 194.3 million, including wages, awards and extra charges, 1.2 million was returned during the audit.

Unpaid mandatory payments to the budget - 6.4 million soms.

The ministry failed to fully and timely meet its obligations for tax and other budget payments.

Cash operations violations - 50.1 million soms.

Instances of unjustified transfer of funds and excessive advances were identified. For example, 2.8 million som that should have gone to the republican budget was unjustifiably transferred to the account of the “Fishery Department”.

Procurement violations - 6.9 million soms.

Internal procurements were conducted without diverse tenders and competitive procedures.

Construction and repair violations - 3.8 million soms.

Due to excessive representation of work performed, there were financial losses for the budget.

Shortcomings in state investment management - 915.8 million soms.

Millions of soms were wasted on the “Agricultural Development and Food Improvement” project of the World Bank due to the delay in registering and mismanagement of the equipment purchased.

Violations in the work of state enterprises - 11.7 million soms.

The state enterprise “Talash fishery” is illegally selling water bodies violating its statutory norms. At the same time, 63.8% of the “Ozgön fish farm” land plot is being used for rice growing while producing fish.

Audit identified numerous violations and shortcomings in financial discipline in the utilization of budget funds. These facts indicate a need for major reforms in the ministry's work. The audit results will be provided to the relevant government agencies for action.
